In that sence 'cross-compiler' & 'rts' are the same thing.

/usr/bin/gcc, xlc is for the front-end
nodes. powerpc-bgl-blrts-gnu-gcc & bltrs_xlc are
cross-compilers/rts-compilers for the compute nodes.

And then there is MPI.
