[bgl-discuss] time reporting with the new driver/compiler

I observe the following for routines compiled and linked with the new
compiler and run on the new system:

1)  It still doesn't know the date and time.  Jobs start at
       01-Jan-70, 00:00:22 

2) wall time as reported by the fortran date_and_time still cycles after
~7.5 hours

3) cpu time as reported by the c getrusage does not cycle, at least not
in less than 18 hours.

So item 3 has been fixed, but no change on 1 & 2.
