I checked on an internal system here using mpirun and it is working as expected,
The one I used here has driver 245 vs your 202, but this is so fundamental
that should have been working all along and I think it is based on all the previous discussions
on BGLMPI_ etc.  

Either you or Susan may want to run an mpirun directly to verify if this is an mpirun problem,

The one I used is:

mpirun -exe $PWD/tst -cwd $PWD -env "COUNTER1=XYZ" -partition R001
output is

....
COUNTER1 is set to XYZ
COUNTER1 is set to XYZ
COUNTER1 is set to XYZ
COUNTER1 is set to XYZ
COUNTER1 is set to XYZ
...

I have managed to replicate this, and it appears that everything is
getting passed through cobalt properly. It appears that mpirun isn't
handling environment variables in the same way that it used to. We
will need to talk to IBM about this one.
